A contact of mine is looking for assistance in navigating requirements associated with getting their product registered with the Australian Pesticides and Veterinary Medicines Authority (APVMA). I would assume that most companies handle this in house but is anyone aware of people/companies that provide this assistance for 3rd parties?

ChemSkill Regulatory Affairs Consulting, which is part of CS Executive Group, did offer a service to support applications to the APVMA.

I used to work for CS Executive Group's recruitment division and don't know for certain if they still provide this service or only for TGA and AICIS.

I've recently taken on and completed several APVMA applications. Their Pre-Application Assistance is a particularly helpful service to clarify upfront the data requirements. There is a fee for service but it is then mostly remitted when submitting an application. Their PAA advice is binding on the next assessor and provides useful guidance and clarify.
